| 知识产权战略已经成为各国政府增强国家竞争优势的重要手段。本文以各国知识产权战略经验为基础,系统分析了政府在知识产权制度创新、组织建设、教育发展和战略计划制定等四个方面的重要作用,并借助相应的案例加以说明,从而初步提出了国家知识产权战略的基本模式。 |

| The intellectual property strategy is becoming an important means through which the government can win its competitive advantage. Illustrated with relevant cases, the latest achievements in other countries on the intellectual property (IP) strategy are thoroughly studied. The paper explores the roles that the government should play in IP system innovation, IP organization improvement, IP education development and IP strategy planning. Finally, the author attempts to put forward a general model for intellectual property strategy. |
