| 企业自主创新能力是国家自主创新能力的基础,要增强我国的自主创新能力,必须把大幅度提升企业自主创新能力放在突出地位。我国企业自主创新能力薄弱,既有外部环境因素,也受到内部条件制约。提高企业自主创新能力,企业要加强自身能力建设,强化创新激励机制,培育内部创新文化,整合利用外部技术资源;政府要营造有利于创新的环境,加强对知识产权的有效保护,通过规划促进技术链的整体突破,加大对共性技术的直接投入,促进以企业为主导的产学研合作。 |

| The independent innovation capability of the corporations is the basis of the capability of a country. In order to promote the independent innovation capability of our country, strengthening the independent innovation capability of corporations must be placed in a prominent position. But the corporations' innovation capability is rather weak in China up to now, which is influenced by both external environment and internal conditions. So, corporations should build and strengthen their own capability, enhance the innovation stimulating mechanism, foster internal innovation culture, and synthesize the external technical resources. Moreover, the government should forge a better environment for innovation, strengthen the effective protection of intellectual property rights, promote integral advance of technology chain through strategic planning, increase direct input to generic technology, and facilitate the industry-university-research collaborations which should lead by corporations. |
