The creation, circulation, transaction and management of copyright have improved by digital technology, which expanded the emerging market of copyright industry and constantly triggered changes in the legal system. Currently, the digital governance of China copyright industry tends to be significantly complicated in terms of participants, regulatory models, protection forms and data management. The copyright market is characterized by multiple creators, diverse modes of creativity, non-standardized forms of use of works, and concealment of infringements. The copyright industry faced major challenges such as the low quality and blocking of copyright content, the contradiction between the quality and efficiency of judicial protection, the institutional obstacles of market transaction, the coordination of international rules of digital copyright and the low overseas trade. The development pattern of digital copyright industry has undergone great changes, showing a profound change from a dual governance model to a ternary governance structure. In this regard, China should further clarify the reform ideas for the digital transformation of the copyright industry: To create high-quality copyright content as the core, optimize the copyright management system and technical support system; focusing on the promotion of digital copyright industry transactions, we should optimize the digital copyright standard system, rights confirmation and authorization system, transaction evaluation system and credit system. To improve the copyright industry digital transformation legal norms as the guarantee, strengthen the legislative system and judicial, law enforcement system; taking the opportunity of improving the comprehensive layout of the international strategy of digital transformation of copyright industry, we will actively participate in the international copyright digital governance and expand the influence of China’s copyright culture.
