The secretaries of CPC county committees are the “General Commander of the front line” for the party in power and rejuvenating the country, shouldering more important responsibilities and missions in the new era. Based on literature research, in-depth interviews, case studies, position analysis, expert group discussions, questionnaire surveys, and comprehensive analysis, the research puts forward 16 core job responsibilities and 10 important job responsibilities in 6 aspects of the secretaries of CPC county committees in the new era; and constructs the competency model of the secretaries of CPC county committees in the new era with 33 core competencies and 22 important competencies in 6 dimensions; puts forward 15 subjective and objective key factors in 4 aspects that affect the formation, development, improvement and transformation of the competencies of the secretaries of CPC county committees.
