Under the background of building an ‘intelligent ocean’, the offshore installation information system is an important tool to achieve the target of maritime power. However, China does not have a clear legal definition and provisions for offshore installation information system. The existing information systems in various regions encounter issues such as chaos of conception, multi-head management, and information missing. This paper starts with the conceptual analysis of the offshore installation information system, and clarifies the legal issues in the establishment, registration, operation management of the offshore installation information system and proposes solutions.
