Abstract:In recent years, climate policy has been spreading rapidly in China, and has shown explosive growth in local areas. To explain the impact mechanism of local government climate policy adoption, this paper collects panel data of 31 provinces in China from 2007 to 2018, and uses fixed effect model to empirically test the impact of administrative pressure, performance competition and public appeal on local government climate policy adoption. The results show that the central climate performance pressure and public attention to climate change can promote local governments to adopt climate policies; the degree of intergovernmental climate policy performance competition has a U-shaped relationship with the number of climate policy adopted by local governments; the central economic performance pressure and intergovernmental economic performance competition have no obvious inhibitory effect on climate policy adoption; the regional differentiation of climate policy performance leads to the formation of distinct performance echelons within local governments. Different from the event history analysis method, this paper uses continuous indicators to measure the degree of policy adoption, which is instructive to explore the policy behavior of local governments.
