Abstract:Straightening out and improving the emergency management system for public health emergencies is an important part of the construction of the national governance system. Based on the situation of the COVID-19 epidemic, this article selected an example of epidemic prevention and control in Yichang City, Hubei Province, combined with the method of social network analysis, and measured according to centrality, blockmodels, core-periphery and singular value decomposition, in order to reveal the network characteristics of emergency management cooperation in prefecture-level city and put forward practical enlightenment. The study found that the Health Commission, Government Services and Big Data Bureau Administration have the highest network centrality and are in the core position of the collaborative network; the Centers for Disease Control and Prevention and the Emergency Management Agency are less involved in tasks and are at the edge of the collaborative network; the epidemic control, medical treatment, maintenance of society stability, and provision of material guarantees are important tasks for this emergence management. Emergency management collaboration should be coordinated and optimized on the basis of practical guidance, and a reasonable organizational structure-functional framework should be built, supplemented by big data technology and risk management consciousness to improve management efficiency.
