Abstract:Whether the introduction of mobile government services by local governments contributes to the “scramble for people” is a topic worthy of study in the high-quality development stage of Chinese cities. Based on the new public service theory and population migration theory, this paper matches the multi-source mobile government data based on alipay’s “urban service” at the city level with the dynamic monitoring survey data of China’s floating population, in order to test the impact of the development level of urban mobile government on enhancing the willingness of urban floating population to settle down. The results show that the higher the level of urban mobile government development, the stronger the willingness of urban floating population to settle down. After controlling the influence of individual characteristics, family migration and regional mobility, the effect of mobile government development level on floating population’s willingness to settle down is still stable. The estimation results of the moderating effect model show that the floating population with older age, house purchase, inter-provincial mobility, higher income level and higher education level are more likely to experience the convenience of mobile government services. In theory, this paper is beneficial to improve the understanding of the impact of intelligent technology public service on population migration behavior, and in practice, it is beneficial to provide empirical basis for the government or policy makers to further optimize the structure of public service through intelligent technology.
