Abstract:In recent years, positive progress has been made in the citizenization of China’s agricultural transfer population. The reform of the household registration system have been pushed forward. The household registration policy, residence permit system, supporting policy of “three links and one maintenance”, and equalization of basic public services have achieved good results. In particular, the citizenization measures marked by promoting the settlement of 100 million people during the 13th Five Year Plan period have been steadily promoted, and more people have settled in cities and towns. At the same time, there is still a large space for the further development of the citizenization of the agricultural transfer population, especially in the face of the new situation and new requirements. It is necessary to promote the deep citizenization of the agricultural transfer population, and effectively realize the equal pay for equal work in the economy, the same treatment for the same person in the society, the same rights for the same person in politics, and the cultural integration and mutual recognition. In the system design, we should design in stages and implement step by step. By 2035, the household registration system will be completely abolished in the form of residence permit to realize the free flow of population.
