Paradigm of S&T innovation plays an important role in guiding scientific and technical innovation. Based on the observation and reflection of the phenomenon and process of S&T innovation, this paper systematically analyzed the basic logic of S&T innovation, and proposed the “Specialty-Industry” coupling paradigm of S&T innovation. Furthermore, taking Jingjinji National Center of Technology Innovation as an example, this paper analyzedits characteristic practice, which named the “ternary coupling” collaborative innovation mechanism, including research institution, collaborative innovation center and intellectual property fund. The above case study verified the effectiveness of this paradigm.
