    摘要:

    气候变化引起的海平面上升可能导致海岸受侵蚀、海洋地物被淹没等情况。各国采用硬工程建设、基础设施改造、沉积物保护、红树林等生态系统修复、填海造陆和人工岛屿建设等措施保护海岸,以此积极应对海平面上升导致的基线和沿海国海区界限发生的变化。根据国际法相关规定,人工保护海岸线是公认的做法,但沿海国在具体实践中也要注意国际法律原则和义务,确保在合法合理地维护本国海洋权利的同时,不损害他国利益。我国在应对海平面上升时,应利用合法有效的人工海岸保护措施维护海洋权益,合理利用填海造陆方式,合法开展岛礁建设和保护活动,建立和完善红树林修复保障体系,妥善处理海平面上升对海洋边界的影响,以及加强应对海平面上升的国际合作。

    Abstract:

    Climate change causes sea level rise, which may lead to coastal erosion and inundation of marine features. Countries actively address the changes in baselines and coastal zone boundaries resulting from sea-level rise through protecting physical coasts with hard engineering, infrastructure rehabilitation, sediment protection, ecosystem restoration such as mangroves, reclamation and artificial island construction practices. According to the provisions of international law, the artificial protection of coastline is a recognized practice. Nevertheless, coastal countries should also pay attention to the principles of international law to ensure that their maritime rights are legitimately and reasonably protected without harming the interests of other countries. When dealing with sea level rise, China should use legal and effective artificial coastal protection measures to safeguard maritime rights and interests, make reasonable use of land reclamation, carry out legal island construction and protection activities, establish and improve the mangrove restoration guarantee system, properly deal with the impact of sea level rise on maritime boundaries, as well as strengthen international cooperation in response to sea level rise.
