Based on the third national survey date of cultural relics of Ningxia Hui Autonomous Region, the cultural heritage survey data of the Yellow River Basin, the field survey data of the project research team for many years, as well as the relevant heritage site planning research results,and so on, a database containing the cultural heritage sites of 201 cultural relic protection units at or above the autonomous region level ware established. The method of combining cluster theory and spatial analysis ware adopted, The main characteristics and values of cultural relics ware analyzed, The idea of " Five cultural Belts, two cultural cores, Multiple cultural nodes " for the protection and utilization of cultural relics in Ningxia Hui Autonomous Region and policy suggestions ware put forward in this paper.
