Abstract:Resource conservation and giving priority to saving have become important principles of national carbon peaking and carbon neutrality. Based on the concept of resource saving and the characteristics of “double-carbon” action, this paper puts forward the concept of the resource-conserving “double carbon” from four dimensions: goal, process, cost and benefit dimensions, and expounds the reasons of the resource-conserving “double” carbon. Secondly, after extensively reviewing the existing evaluation methods, this paper expounds the evaluation methodology of the resource-saving type of “double carbon” from three dimensions of method, logic and theory, and highlights the future directions to overcome the existing shortcomings. At last, the integrated conception for the resource-conserving “double carbon” implementation was presented, covering evaluation object, roadmap, result application, as well as organization and implementation. In general, this paper proposed and elaborated the novel concept of resource-conserving “double carbon”, which could enrich the theoretical research of “double” carbon field. Moreover, it also systematically sorted and expanded the existing evaluation methoddogy, and provided specific and effective suggestions for implementing “double carbon” strategy in practice.
