    实现碳达峰碳中和,是党中央国务院作出的重大决策部署,彰显了中国坚持绿色低碳发展的战略定力和积极应对气候变化的大国担当。绿色技术创新和制度质量被认为是减缓碳排放和促进可持续发展的有效机制,然而少有研究从我国省际的角度分析技术创新和制度在减少排放方面的作用。因此,考察2000—2018年间我国省际的绿色技术创新、制度质量、可再生能源、化石燃料能源和经济增长对二氧化碳排放的长期影响。考虑到残余横截面依赖和异质性的潜在发生,使用增广均值组(AMG)和共同相关效应均值组(CCEMG)进行实证分析,结果表明,绿色技术创新和可再生能源消耗对二氧化碳排放有显著的负向影响。相比之下,制度质量、经济增长和化石燃料能源消耗对二氧化碳排放有正向影响。基于此,为了找准“双碳”目标实现路径,本文提出了重塑国家创新体系、稳步推进制度创新以及全面统筹不同行业、区域的经济社会发展等建议。

    Abstract:

    Achieving carbon peak and carbon neutrality is a major decision and deployment made by the CPC Central Committee and the State Council, which highlights China’s strategic determination to adhere to green and low-carbon development and the responsibility of a major country to actively respond to climate change. Green technological innovation and institutional quality are considered to be effective mechanisms to slow down carbon emissions and promote sustainable development. However, few studies have analyzed the role of technological innovation and institutions in reducing emissions from the perspective of China’s provinces. Therefore, this study examines the long-term impact of China’s inter provincial green technology innovation, institutional quality, renewable energy, fossil fuel energy and economic growth on carbon dioxide emissions from 2000 to 2018. Considering the potential occurrence of residual cross-section dependence and heterogeneity, the empirical analysis is carried out using the augmented mean group (AMG) and the common correlation effect mean group (ccemg). The results show that green technology innovation and renewable energy consumption have a significant negative impact on carbon dioxide emissions. In contrast, institutional quality, economic growth and fossil fuel energy consumption have a positive impact on carbon dioxide emissions. Based on this, in order to identify the path to achieve the “dual carbon” goal, this article proposes suggestions such as reshaping the national innovation system, steadily promoting institutional innovation, and comprehensively coordinating the economic and social development of different industries and regions.
