Abstract:Central Bank Digital Currency (CBDC) is a digital currency issued by the central bank of a country, backed by national credit, equivalent to traditional currency, and with compulsory legal reimbursement. Because the digital basic attribute of the CBDC contains potential economic and political interests, it faces relatively serious cyber security risks. The development and practice of E-CNY in China is in full swing, but there are still imperfect systems, unclear authority and responsibility of authorities, and unclear division between financial regulation and private rights protection in dealing with cybersecurity risks in China. This paper will draw on the experience of major countries in dealing with the cybersecurity risks of CBDC and suggest how China should regulate the cybersecurity risks faced by E-CNY based on these countries’ experience.
