Abstract:Environment and employment are two important issues in urban development in the new century. This paper focuses on the Beijing-Tianjin-Hebei urban agglomeration. Based on the panel data of 13 cities in the Beijing-Tianjin-Hebei urban agglomeration from 2010 to 2021, this paper analyzes the impact of environmental regulations on employment scale by using fixed effect, panel threshold and spatial Dubin econometric models. The results show that: (1) In the Beijing-Tianjin-Hebei city cluster, environmental regulation has a U-shaped impact on employment. Therefore, from the perspective of development, long-term environmental governance can break through the U-shaped inflection point of employment scale increase; (2) As of 2021, 8 out of the 13 cities in the Beijing-Tianjin-Hebei City cluster have not yet crossed the threshold of environmental regulation. Therefore, the environmental regulation policies of each city should be targeted to promote the flow of labor force within the city cluster and realize the overall increase of employment scale in the city cluster. (3) Environmental regulation in the Beijing-Tianjin-Hebei city cluster has a spatial spillover effect on the scale of employment. Therefore, for cities that have crossed the threshold of environmental regulation, it is necessary to continuously increase environmental regulation efforts, and for cities that have not yet crossed the threshold of environmental regulation, it is necessary to strive to break through the inflection point as soon as possible, and strengthen the connection of environmental governance technologies among cities. To achieve the ultimate goal of the joint development of environment and employment in the Beijing-Tianjin-Hebei city cluster.
