    摘要:

    技术转移作为促进创新链和产业链深度融合发展的关键纽带,对于加快制造业集聚发展具有重要作用。采用数据挖掘技术获取2009—2019年中国283个地级及以上城市发明专利和实用新型专利转让详情数据,从国内、国际双重视角出发,全面考察技术转移对制造业集聚的作用效果。研究发现:国内技术转入带动本地区制造业集聚并抑制邻近地区制造业集聚,国内技术转出抑制本地区制造业集聚,国际技术转入促进本地区和邻近地区制造业集聚,国际技术转出带动本地区制造业集聚并抑制邻近地区制造业集聚;分区域来看,国内技术转入带动中部、西部、东北地区制造业集聚,国内技术转出抑制东部、中部地区制造业集聚,国际技术转入带动东部、中部、西部、东北地区制造业集聚,国际技术转出促进东部、中部地区制造业集聚;劳动力流动的促进效应表明,劳动力流动可以强化国内技术转入、国际技术转入、国际技术转出对制造业集聚的带动效果和国内技术转出对制造业集聚的抑制作用。以上结论为新发展格局下完善技术转移体系与促进制造业集聚发展提供理论基础与实践依据。

    Abstract:

    As a key link to promote the deeply integrated development of innovation chain and industrial chain, technology transfer plays an important role in accelerating the agglomeration development of manufacturing. The study adopted data mining to obtain detailed data of invention patent and utility model patent transfer in 283 cities in China from 2009 to 2019, and the influence of technology transfer on manufacturing agglomeration was investigated from both domestic and international perspectives. The results indicate that: Domestic technology transfer-in drives the agglomeration of manufacturing industries in this region and suppresses the agglomeration of manufacturing industries in neighboring regions, domestic technology transfer-out suppresses the agglomeration of manufacturing industries in this region, international technology transfer-in promotes the agglomeration of manufacturing industries in this region and neighboring regions, and international technology transfer-out drives the agglomeration of manufacturing industries in this region and suppresses the agglomeration of manufacturing industries in neighboring regions; From a regional perspective, domestic technology transfer-in drives the agglomeration of manufacturing industries in the central, western, and northeastern regions, while domestic technology transfer-out suppresses the agglomeration of manufacturing industries in the eastern and central regions. International technology transfer-in drives the agglomeration of manufacturing industries in the eastern, central, western, and northeastern regions, while international technology transfer-out promotes the agglomeration of manufacturing industries in the eastern and central regions; The promotion effect of labor mobility indicates that labor mobility can strengthen the driving effect of domestic technology transfer-in, international technology transfer-in, and international technology transfer-out on manufacturing agglomeration, as well as the inhibitory effect of domestic technology transfer-out on manufacturing agglomeration. The above conclusions provide theoretical and practical basis for improving the technology transfer system and promoting the development of manufacturing agglomeration under the new development paradigm.
