    基于光伏产业上市公司样本,以光伏产业“531新政”为情境,利用PSM-DID方法,发现补贴退坡后企业整体提高了研发投入水平。基于组织生态学的观点,利用模糊集定性比较分析(fsQCA)方法,讨论来自“环境压力—组织适应”两个维度的6个因素的协同影响机制,并识别出补贴退坡后光伏产业中上游企业逆势加大研发投入的3类组态模式。创新性地从“补贴退坡”的视角切入研究政策环境对企业创新的影响,并探讨组织生态学框架中“环境逻辑”与“组织逻辑”之间的交互性机理。研究结论对于外部政策环境变动情境下的企业创新决策具有重要的现实启示。

    Abstract:

    Based on a sample of listed companies in the photovoltaic industry, and taking the “531 New Policy” as the research context, the PSM-DID analysis found that the overall level of R&D investment has increased after the subsidy withdrawal. Based on the organizational ecology perspective, fuzzy set qualitative comparative analysis (fsQCA) was used to discuss the synergistic influence mechanisms of six factors from two dimensions of "environmental pressure-organizational adaptation" and to identify three mechanisms that enterprises in the PV industry increased their R&D investment after the subsidies were withdrawn. The paper innovatively examines the impact of policy environment (changes) on firm innovation from the perspective of “phasing-out subsidies”; at the same time, it explores the interaction mechanism between “environmental logic” and “organizational logic” in the organizational ecology framework. The findings of the study provide important practical insights into the innovation decisions of firms in the context of policy changes.
