Abstract:As the trends of industrial ecologization and digitalization progress in parallel, the digital transformation of industrial innovation ecosystem has become the core paradigm of industrial digital transformation, which requires systematic policy support. Based on the policy mix theoryand dynamic configuration perspective, this study analyzes the constituent elements of digital transformation policy mixes,and takes 30 provincial new energy vehicle innovation ecosystems as samplesto explore the antecedent policy configurationsof the ecosystem’s high digital transformation performance and the configurations’ evolution law using the dynamic QCA method. The findings show that the digital transformationpolicy mixes consist of “policy strategies- policy instruments - implementation contexts”, in which policy instrumentsare subdivided into 9 types according to different “transformational failures”; during the start-up, expansion and deepening stages of ecosystem digital transformation, the effective configurations of policy mixes are not unique, forming diversified support mechanisms applicable to different provincial contextsunder the guidance of policy strategies; in the dimension of temporal context,corepolicy instruments exhibit both three-stage dominant trajectory and one- or two-stage turning trajectory,and complementary and alternative mechanisms exhibit mixed trajectoryand turning trajectory, respectively. This study aims to expand the research horizon of industrial digital transformation, enrich the theoretical application contexts and empirical methods of policy mixes, and provide implications for industrial digitalization practice and policy optimization.
