    当前生态文明面临实现“生态环境根本好转”和“碳达峰、碳中和”两大战略任务,减污降碳协同治理成为中国全面绿色转型的必然选择。作为环境监管制度由“督企”向“督政”的重要转变——环保约谈能否提升减污降碳协同治理绩效呢?以2008—2019年216个城市为研究对象,利用SBM-DEA测算了地区减霾降碳协同治理指数,综合运用多种DID方法考察环保约谈对地区减霾降碳协同治理绩效的影响。研究发现,环保约谈能够促进被约谈地霾碳协同治理效率,且主要通过产业结构优化、绿色技术创新发挥促进作用,能耗强度降低的积极影响却并不显著。从官员特征来看,伴随约谈地市长任期年龄增加、晋升预期下降、学历水平上升,环保约谈对地区霾碳协同治理效率的提升作用会显著增加;从空间溢出来看,环保约谈能够显著促进邻近地区霾碳协同治理效率的提升。

    Abstract:

    At present, the coordinated promotion of pollution reduction and carbon reduction has become an inevitable choice for a comprehensive green transformation of economic and social development in the new stage. Can environmental protection interviews (EPI) improve the regional efficiency in reducing pollution and carbon? Taking 216 cities from 2008 to 2019 as the research object, based on the performance index of carbon haze collaborative governance calculated by SBM-DEA, comprehensive utilization of the methods of difference in difference (DID), this paper empirically examines the impact of EPI on the efficiency of coordinated governance of smog and carbon (ECGSC). The study found that EPI can promote ECGSC in the interviewed region, EPI mainly improve ECGCS through industrial structure optimization and green technology innovation, while the reduction of energy consumption intensity does not improve ECGSC. With the increase in the tenure age of the mayor, the decline in promotion expectations, and the rise in educational levels, the positive effect of EPI on the local region’s ECGSC will be more significantly. From the perspective of spatial spillover effect, EPI can significantly improve ECGSC in nearby region.
