To build an open regional innovation ecology and solve the problem of insufficient innovation resources and capacity in some old industrial base is an important way to solve the industrial negative lock dilemma of the old industrial base and realize industrial transformation and upgrading. Based on theoretical review and analysis, this paper takes Shiyan City, Hubei Province, an old industrial base, as a case to analyze how to build four mechanisms, namely, industrial technology supply and demand docking mechanism, characteristic scientific and technological innovation coordination mechanism, industrial talent training mechanism, scientific and technological achievement transformation mechanism and innovation support and guarantee mechanism, so as to realize the spiral innovation mode of interaction between innovation resources, innovation platform and innovation ecological conscience. In accordance with the path of “revitalizing industrial stock，cultivating new growth points，strengthening regional innovation and ecological governance，promoting industrial cluster development”, old industrial base will get out of the negative lock-in and path dependence of regional industries and promote the high-quality development of regional industries.
