The national laboratory system and the conglomerate of national technological enterprises undoubtedly constitute the two main bodies of China’s new productive forces. How to organically synergize the innovative forces of the national laboratory system with those of the technological enterprise group, creating conditions for the emergence, flow, and high-level development of new productive forces, is of paramount importance for the current and future periods. To promote the generation of an innovative force greater than the sum of its parts from these two innovation systems, we propose the construction of a “Hyper-Integrated Innovation Entity between the National Laboratory System and Technological Enterprises”. The core principle of the “Hyper-Integrated Innovation Entity” is to fundamentally break down barriers and obstacles between scientific research and industry, as well as between research entities and business entities, allowing all major innovation activities to be completed within the “Hyper-Integrated Innovation Entity”.
