Building a sustainable and environmental-friendly environment depends on the transformation of residents’ lifestyle and behavior, which requires external constraints by establishing the eco-civilization system and internal motivation by strengthening the eco-civilization ethics. Applying evolutionary game analysis, this study examines the reciprocal impact and evolution of waste classification and disposal behaviors between communities. It utilizes simulation to illustrate the progression of waste disposal behaviors and the potential for environmental behaviors to become a widespread option. The deepening application of digital technology in managing municipal household waste contributes to reducing supervision costs, improving supervision efficiency, enhancing neighborhood connectivity, promoting community integration, and ultimately strengthening the residents’ ecological morality. It is concluded that the implementation of the waste classification system in gated communities under the traditional model eventually evolved into a steady-state outcome, while the transformation of environmental behaviors in open communities is difficult to achieve. In both gated and open communities under the digital model, the “green and less-waste” behaviors of the public will evolve into common behaviors, and data technology can help environmental lifestyles become commonplace.
