Political democratization is the sole pathway to modernization, while intelligent negotiation stands as an inevitable imperative of our time. Digital intelligence consultative democracy represents an innovative manifestation of people’s democracy in the whole process, furnishing a robust impetus for advancing Chinese-style modernization in the digital era. Conducting a comprehensive examination encompassing external macro-environmental factors, micro-environmental factors, and internal elements such as strengths and weaknesses pertaining to digital intelligence deliberative democracy development through PEST and SWOT analysis facilitates a thorough understanding of the current state of affairs concerning digital intelligence technology and democracy. This approach further promotes seamless integration of technology into negotiation processes, thereby enhancing efficacy and enabling progress. Building upon this foundation, we construct a PEST-SWOT model for data-intelligent consultative democracy development and propose strategies for promoting its advancement. Upholding the interests of the people necessitates, refining top-level designs and institutional support for digital intelligence consultative democracy development; bolstering technological empowerment by expediting application innovation efforts alongside talent cultivation within this domain; bridging the digital divide by fostering subject literacy and nurturing digital intelligence skills relevant to developing data-intelligent consultative democracy; mitigating risks associated with alienation through strengthening technical regulations while ensuring algorithm transparency within data-intelligent consultative democracy.
