Abstract:Shenzhen and Hong Kong serve as the two core engines for the development of the Guangdong-Hong Kong-Macao Greater Bay Area, as an international science and technology innovation center and a comprehensive national science center. The two cities complement each other’s advantages perfectly and form a harmonious synergy. By building a world-class “Higher Education-Technological Innovation-Talent” hub through Shenzhen-Hong Kong cooperation, we can enhance the construction of the global science and technology innovation highland and stimulate high-quality development. Firstly, it is essential to leverage Hong Kong’s role as a “super connector” , relying on the resources of high-quality universities in Hong Kong, enhancing deep cooperation and efficient coordination between Shenzhen and Hong Kong in education and talent. This aims to create a “magnetic effect” for attracting and cultivating international talent, and then establish a world-class quality “Higher Education Hub” . Secondly, it is necessary to deepen technological and financial cooperation between the two regions. In addition to strengthening the important role of enterprises in promoting Shenzhen-Hong Kong collaborative innovation, it is also necessary to optimize the achievement transformation and cohesion mechanism of “ Entrepreneurship in Shenzhen + Innovation and Technology in Hong Kong”. Then we would build a iron triangle of “Venture Capital-Innovation-Entrepreneurship” , foster a globally competitive innovation and entrepreneurial ecosystem and wealth creation environment, and form a golden triangle of “Innovation-Entrepreneurship-Wealth Creation”. Thirdly, by seizing the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone (HTCZ) as a critical focus point for reinforcing collaboration between Shenzhen and Hong Kong, we will form a pattern of “one core, multi-polarity and multi-layer linkage”. We need promote institutional openness and rule connection, turn the “differences in systems” between Shenzhen and Hong Kong into “advantages in systems”, and promote various advanced production factors to gather towards the development of new quality productivity.
