Abstract:Under the scenario empowered by big data and AI, the decision-making paradigm is being redefined, experiencing an evolutionary process from “experience, modeling, and computation” to “numerical decision-making”, in which the “ability to integrate and utilize knowledge” is an important factor influencing the continuous evolution of the decision-making paradigm. The “big data capability, learning capability and knowledge integration and utilization capability” are the important influencing factors for the continuous evolution of the decision-making paradigm. Based on a systemic perspective, this paper integrates four typical decision-making paradigms to construct a collective intelligence learning-based decision-making model centered on the trinity of Organizational Intelligence (OI), Human Intelligence (HI), and Artificial Intelligence (AI). It elucidates the transformative impact of the new model on decision-making paradigms and its typical applications in strategic decision-making for emergency management and business decision-making for e-commerce platforms. The study concludes that(1)the concept of “learning decision-making” is proposed in the context of digital intelligence, focusing on the learning system in collective intelligence decision-making, and overcoming the uncertainty and complexity of decision-making through the learning system;(2)A collective intelligence learning-based decision-making framework centered on “data-learning-wisdom” has been constructed, providing a research pathway for the classical problem of how to obtain “wisdom” from “data”; (3)The new paradigm will promote all-around transformation of “decision-making organization, decision-making mode, decision-making process, and decision-making interpretability”, laying a foundation for the construction of collective intelligent learning decision-making theory system. This study has important theoretical and practical value in the age of digital intelligence.
