    发展颠覆性技术是我国实现高水平科技自立自强和发展新质生产力的关键路径,这一过程中离不开有效的政策扶持。对颠覆性技术扶持性政策的系统性分析和动态追踪有助于发现政策扶持的良好实践,对于前瞻性地规划颠覆性技术十分必要。以新能源汽车政策保护实践为例,引入战略生态位管理理论,构建政策保护空间分析框架,对2001—2023年的新能源汽车政策保护空间开展深度纵向分析,探究其动态演化的内在机理,为洞察中国情境下颠覆性技术政策扶持的动态机制提供新的视角。在此基础上,提出优化颠覆性技术政策扶持机制的政策启示,为颠覆性技术的长期政策规划和科学扶持提供有益参考。

    Abstract:

    The development of disruptive technologies is a crucial pathway for China to achieve high-level self-reliance and strength in science and technology, as well as to develop new forms of productivity. Effective policy support is indispensable in this process. Systematic analysis and dynamic tracking of supportive policies for disruptive technologies can help identify good practices in policy support, which is essential for forward-looking planning of disruptive technologies. Taking the practice of policy protection for new energy vehicles as an example, this study introduces the theory of strategic niche management, constructs an analytical framework for policy protection space, and conducts a deep longitudinal analysis of the policy protection space for NEVs from 2001 to 2023 to explore the internal mechanism of its dynamic evolution, providing a new perspective for gaining insights into the dynamic mechanism of disruptive technology policy support. Based on these findings, the study proposes policy implications for establishing a supportive mechanism for disruptive technology policies, offering valuable references for long-term policy planning and scientific support of disruptive technologies.
