    摘要:

    当前国际科技创新竞争态势和国内外发展形势对科学规范的科技创新政策分析提出了紧迫需求和更高要求。在梳理国内外科技创新政策分析发展概况的基础上,进一步阐明科技创新政策分析的内涵、功能与需求,提出从科技创新政策分析资源体系、数据体系、方法体系、应用体系等方面架构我国科技创新政策分析体系框架,从统筹规划政策分析任务目标、建设政策分析事实型数据集、探索政策分析方法模型、构建政策分析服务平台、创建政策分析学科、培养政策分析人才等方面推进我国科技创新政策分析体系建设。

    Abstract:

    The current international competition in scientific and technological innovation, as well as the development situation both domestically and internationally, have created an urgent need and higher demands for the scientific and standardized analysis of science and technology innovation policies. Based on a review of the development of science and technology innovation policy analysis both at home and abroad, this paper further clarifies the connotation, functions, and needs of science and technology innovation policy analysis. It proposes to construct a framework for China’s science and technology innovation policy analysis system from aspects such as the resource system, data system, method system, and application system. Additionally, it advocates for the advancement of the construction of China’s science and technology innovation policy analysis system by coordinating the planning of policy analysis tasks and objectives, building factual datasets for policy analysis, exploring methodological models for policy analysis, constructing policy analysis service platforms, creating policy analysis disciplines, and cultivating policy analysis talents.
