In recent years, the pace of sci-tech progress in China has accelerated, and the marketization of advanced industries has been continuously promoted. The relationship between the government and the market has become a research focus in the field of sci-tech innovation industry in China. Starting from the classical theory of development economics, taking the electric vehicle (EV) industry, a model of “lane changing and overtaking” in China in recent years, as an example, to explore the role of relevant industrial policies and market mechanisms, can highlight the significance of the better combination of China-style government and efficient market in the sci-tech innovation industry. Then, starting from the current Chinese government’s guidance to finance and the objective status of human capital, the paper discusses the logic of China’s industrial policy design of sci-tech innovation and the co-opetition of the international market.
