Abstract:Stimulating rural entrepreneurship vitality is the key to activate rural endogenous development momentum and promote rural industrial revitalization. Based on the 32,457 balanced panel data at town level in China from 2005 to 2018 and using staggered DID method, this study empirically investigates the causal effect of “E-Commerce into the Rural Comprehensive Demonstration County Plan”on rural entrepreneurship. This study find that this plan mainly promotes rural entrepreneurship through three mechanisms: improving rural residents’ digital application ability, further stimulating the possible entrepreneurers’ bussiness start-up enthusiasm; activating local marketing transaction, further stimulating the potential entrepreneurial opportunities;breaking out the geographical distance constraints of the local market potential. We also find that it has more significant effect in western and northeastern regions, and agricultural entrepreneurship. It also has a greater promotion effect in those townships with larger population size, lower geographic slope, higher human capital level, also in those towns which belong to high-speed railway access counties,non-national poverty-stricken counties, higher agricultural mechanization level and innovation level counties. In addition, traditional finance enhances its effectiveness. Spatial effect analysis shows that this effect only came from the creation effect of the towns in the pilot counties, and there was no “siphon effect” and spatial spillover effect on the entrepreneurship activities of non-pilot county towns within 0~40km surrounding area of pilot county townships. This study provides empirical evidence for e-commerce to help rural entrepreneurship, stimulate rural vitality and further promote rural industrial revitalization.
