    摘要:

    加快构建生态环境大数据治理平台、促进数字中国建设与绿色发展协同共进,是健全生态文明体系、实现智慧护航绿水青山的关键驱动力。将《生态环境监测网络建设方案》的实施作为准自然实验,基于中国上市公司面板数据样本,运用双重差分法分析了生态环境大数据治理政策对企业绿色创新的影响效应。研究发现:(1)生态环境大数据治理促进了存在环境风险的企业实施绿色创新,这是通过克服环保机构人员不足、加大环保处罚力度、强化企业绿色意识和增加环境支出来实现的;(2)环境监测设备、网络设施完善的情况下,生态环境大数据治理更能促进企业绿色发明专利申请量的增加;(3)信息化法规、动态监测和联防体系的健全是促进生态环境大数据治理精准化、助力绿色实质性创新的关键。面对新时期更加复杂的环境治理问题,深入分析生态环境大数据治理对绿色创新的影响及内在机制,有助于为中国构建现代化环境治理体系和推动新质生产力发展提供新的经验证据,并对现有理论予以拓展和补充。

    Abstract:

    Accelerating the construction of eco-environmental big data governance platform, promoting the coordinated progress of Digital China construction and green development, are the key driving forces to improve the ecological civilization system, realize the intelligent escort of green water and green mountains. Based on panel data samples of Chinese listed companies, this paper takes the implementation of the Construction Plan of Eco-environmental Environment Monitoring Network as a quasi natural experiment, and uses the Difference-in-Difference method to examine the impact of eco-environmental big data governance policy on enterprise green innovation. The research finds that: (1)eco-environmental big data governance has promoted the enterprises with environmental risk to increase green innovation, which is achieved by overcoming the shortage of the environmental protection institutions staff, increasing the severity of environmental penalties, enhancing enterprises’ green awareness and increasing environmental expenditure.(2)With the improvement of regional environmental monitoring equipment and network facilities, eco-environmental big data governance can better promote the increase of enterprises’ green invention patent applications. (3)The perfection of informatization laws, dynamic monitoring and joint defense system are the key to promoting the precision of environmental big data governance and supporting green substantive innovation. Faced with more complex environmental governance issues in the new era, the thorough analysis on the impact of eco-environmental protection big data governance on green innovation and its internal mechanism, can provide new for China to build empirical evidence the modern environmental governance system and promote the development of new quality productivity, which is an expansion and supplement for existing theories.
