    摘要:

    在数字经济时代,人工智能基础设施已经成为人工智能发展的核心依托,正在推动全球人工智能产业生态重塑、大国竞争场域拓展。本文着眼于人工智能基础设施建设的关键要素研究,从基础层、模型层、应用层、政策层系统梳理全球发达国家部署、运用人工智能基础设施的实践经验与政策举措,分析我国在人工智能基础设施建设方面的挑战,为我国在人工智能领域提升创新效能、明确能力边界、规制技术风险提供理论和现实依据。基于此,围绕基础技术、模型架构、应用融合、政策保障提出政策建议。

    Abstract:

    In the era of digital economy, artificial intelligence infrastructure has become the core support for the development of artificial intelligence, driving the reshaping of the global AI industrial ecosystem and the expansion of the competition arena among major countries. This article focuses on the study of key elements of AI infrastructure construction, systematically reviews the practical experiences and policy measures of developed countries in deploying and applying AI infrastructure from the perspective of the foundation layer, model layer, application layer, and policy layer, and analyzes the challenges China faces in AI infrastructure construction. It provides theoretical and practical basis for China to enhance innovation efficiency, clarify capability boundaries, and regulate technological risks in the field of artificial intelligence. Finally, the article puts forward policy suggestions around basic technologies, model architectures, application integration, and policy guarantees.
