It has been nearly ten years since the fair competition review system(FCRS) was proposed. However, the lack of quantitative description of its implementation is hindering the theoretical research in-depth development, and it is not conducive to the administrators to understand the actual situation and optimize the continuous implementation of the system. We conduct research on FCRS from a quantitative perspective. Firstly, elaborate on the connotation of FCRS and the implementation progress at the national level; Secondly, analyze and compare the implementation of FCRS in various regions, summarize the characteristics, and identify the key issues restricting the implementation of FCRS; Finally, put forward corresponding suggestions to facilitate the further implementation of FCRS.
