    数智经济在提升微观效率、赋能绿色发展的同时,也伴随着因算力扩张和资源消耗反弹形成的“智能悖论”。破解该悖论的关键,在于重构数智经济与绿色经济的关系,将数智经济发展置于生态承载力约束之下,推动二者深度融合。本文揭示了“智能悖论”的三重表现及深层根源,即积累体制的扩张冲突、价值核算的定价失灵以及制度变迁的滞后错配,并系统阐释了融合发展的内涵。理论分析表明,二者融合发展有赖于价值重塑、制度创新与技术范式转型的协同作用:通过生态成本内生化、动态敏捷治理和单位能耗智能密度优化,引导数智技术从算力堆叠转向绿色集约发展。据此,本文构建了涵盖微观精益治理、中观网络共生、宏观空间适配的分层融合模式,并提出确立刚性约束边界、实施全生命周期嵌入式规制、完善要素相对价格体系、驱动绿色数智技术范式跃迁以及培育多层级共生生态等政策建议。

    Abstract:

    While the digital-intelligent economy empowers green development by improving micro-level efficiency, it is also accompanied by a “Smart Paradox” arising from the expansion of computing power and the rebound effect in resource consumption. The key to resolving this paradox lies in reconstructing the relationship between the digital-intelligent economy and the green economy, placing the development of the former under the constraints of ecological carrying capacity, and promoting their deep integration. This study reveals the three manifestations and underlying causes of the “Smart Paradox,” namely the expansionary conflict of the accumulation regime, pricing failures in value accounting, and the lagged mismatch of institutional change. It also systematically clarifies the essential connotations of their convergent development. Theoretical analysis shows that the integration of the two depends on the synergistic effects of value reshaping, institutional innovation, and technological paradigm transformation. Specifically, by internalizing ecological costs, establishing dynamic and agile governance, and optimizing intelligence density per unit of energy consumption, digital-intelligent technologies can be guided away from computing-power stacking toward green and intensive development. Accordingly, this study constructs a stratified integration model encompassing micro-level lean governance, meso-level network symbiosis, and macro-level spatial adaptation. It further proposes policy recommendations, including establishing rigid constraint boundaries, implementing embedded regulation throughout the full life cycle, improving the relative factor price system, driving a paradigm leap toward green digital-intelligent technologies, and cultivating multi-level symbiotic ecosystems.
