    摘要:

    海洋科技政策对促进海洋经济高质量发展,加快建设海洋强国具有重要意义。本文聚焦我国海洋科技政策体系,以1991—2025年中央与地方政府发布的229份相关政策文本为研究对象,构建“政策工具—政策目标—发展阶段”三维分析框架,综合运用文献计量与内容分析法开展量化研究。结果表明:我国海洋科技政策历经“肇始发轫—深化拓展—高维爆发”三个阶段,呈现明显的阶段性演进与后期数量爆发性增长特征;政策工具结构失衡,配套服务型工具占比过高,激励型工具运用不足,呈现“重服务引导、轻激励拉动”的特征;政策目标聚焦不均衡,政策对海洋产业高质量发展与科技自主创新关注度高,而对海洋生态文明建设、开放合作及治理现代化等目标的支撑相对薄弱;三维交叉分析进一步揭示,政策工具在目标间、阶段间适配性不足,部分关键环节存在覆盖不足。基于此,未来应着力优化政策工具组合结构,增强激励型工具的运用;强化对薄弱政策目标的靶向支持,提升目标体系协同性;依据不同发展阶段特征动态调整政策重心,加强顶层战略设计与全过程管理,以系统性地提升我国海洋科技政策的整体效能与可持续性。

    Abstract:

    Marine science and technology policies play a crucial role in promoting the high-quality development of the marine economy and accelerating the building of a maritime power.This study focuses on China’s marine science and technology policy system, taking 229 relevant policy documents issued by central and local governments between 1991 and 2025 as its subject matter.It constructs a three-dimensional analytical framework comprising ‘policy instruments—policy objectives—development stages’ and employs a combination of bibliometric and content analysis methods to conduct quantitative research.The results indicate that China’s marine science and technology policies have undergone three stages: “Inception and Establishment”, “Deepening and Expansion”, and “High-Dimensional Explosion”, exhibiting distinct phased evolution and explosive growth in volume during the later stages; the structure of policy instruments is imbalanced, with an excessively high proportion of supporting service-oriented instruments and insufficient use of incentive-based instruments, reflecting a tendency to “prioritise service-oriented guidance over incentive-driven stimulation”; policy objectives are unevenly prioritised, with high attention given to the high-quality development of the marine industry and independent scientific and technological innovation, whilst support for objectives such as marine ecological civilisation, open cooperation and modernised governance remains relatively weak; a three-dimensional cross-analysis further reveals that policy instruments lack sufficient alignment between objectives and across stages, with coverage gaps existing in certain key areas.Consequently, future efforts should concentrate on optimising the structure of the policy toolkit and increasing the use of incentive-based tools; strengthening targeted support for weaker policy objectives to enhance the synergy of the objective framework; and dynamically adjusting policy priorities in line with the characteristics of different development stages, whilst strengthening top-level strategic design and end-to-end management, in order to systematically enhance the overall effectiveness and sustainability of China’s marine science and technology policies.
