Abstract:As one of China’s most economically dynamic regions, the Guangdong-Hong Kong-Macao Greater Bay Area faces distinctive challenges and opportunities in advancing the rule of law. Building on an analysis of the existing foundations of legal coordination among Guangdong, Hong Kong, and Macao, this article explores pathways for promoting regional legal coordination. At present, the principal challenges lie in three areas. In legislation, relevant legal instruments remain relatively low in the hierarchy of norms. In law enforcement, the allocation of powers and responsibilities is unclear, and mechanisms for sharing enforcement information are lacking. In the judicial sphere, cross-border cooperation remains subject to limitations. To address these challenges, this article proposes the establishment of a permanent institution led by the Standing Committee of the National People’s Congress to enhance the legislative hierarchy of relevant legal arrangements, with the economic sector serving as an entry point for legislative coordination. In the area of law enforcement, it recommends coordinating governmental functions, establishing information-sharing mechanisms, and improving multi-level supervision mechanisms to enhance enforcement efficiency and transparency. In the judicial sphere, it proposes strengthening cross-border assistance mechanisms and establishing a cross-border legal services system to improve the effectiveness and fairness of judicial cooperation.
