this paper analyses the significances of the ways to construct the state i nnovation system and proposes some policies:to take creating appr opriate environment and preferential taxation as the major means for the govern-ment to promote techonology innovation,to overcome the phenomenon of nomonal knowledge property,and to enf orce the protection of knowledge property,to hasten the construction of the s tate information network and platfo rm,to promote the commercial management o f data and exhibitions,etc.
