In accordance with the evolutionary process of governance environment,the article argued network governance was relational arrangem ents with institutional arrangemen ts among firms taken as the core among par-ticipating parties.The article pou nded elaborately on the theory of network governance through revising Jo nes model of governance,utilizing the e xchange conditions that expanded to four dimensions and the theory of str uctural embeddedness of social relations.
