Traditional organizing model of dis aster reduction based on single kind of disaster does not meet the structure of social economy,nor does it accord with ordinary laws of disa sters and accidents.A synthetic man age-ment model of disasters and accident s of large cities is designed in this p aper.In this model,the organizing framework of classifying disaster r eduction in the light of branches and areas is changed.Instead,a uniform leading institution of disaster reduction-urban disaster reduction committee is established.For concrete disaster prevention,the committee includes a standing body-urban disaster reduction center,tw o nonpermanent institutions-urban e-mergency headquarter and expert gro up of urban disaster reduction.Base d on this system,the synthetic management model of disasters and accidents of l arge cities can work in high efficien cy and bring in high benefits.
