This paper analyzes the widespread a gency problems existing in the proje cts supported by science and technology development fund,concluding that asymmetric information a nd incompleteness of contracts acco unt for most of unethical behaviors of proje ct entrusted party.It discusses the function design and its building -up process of indicator system in performance t racing and evaluation,which comprises 3stages of mid -term,final and post -project evaluation.A comprehensiv e evaluation system serves as the incentives for project entrusted party to fulfill the purpose as required.
