With reference to the experience and lessons of other regions,and based o n the condition of China and the distinguishing features of Liaoning province,this article provides a basic conceptual framework for an alyzing the transformation of regional coal industry.By applying multi -objective methods,a mathematical model of two levels is set up.It proposes objective criteria for the best time of transformation and the choice for alternative in dustries.
