Changing the function of government is inevitable if one wants to eliminate corruption from the root in China.However,necessary supervis ion from government should not be wea kened in the name of functional trans-formation.Credit guarantee is an im portant tool not only in market economic system,but also in corruption pr e-vention as it serves well for enforcing supervision.Based on a deep analy sis of the construction contact bond ing system in the US,two other guarantee products related closely to anti -corruption system are introduced,nam ely,license and permit bonds and public o fficial bonds.The anti -corruption mechanics of applying guarantee system is concluded as transmitting the risk o f credit back to its source,and transforming the system from punishment a f-terwards into preventive precautio n.
