This paper summarizes the three merg er tides in the development course of world telecommunications,and analyzes in depth its five main dynam ic factors,namely,operating synergy,market power,technology develo pment,regulatory policies and global comp etition.Among them,operating synergy and market power are internal dyn amic factors while the other three are external promoting factors.
