In this paper,the theories and methods of risk management for large engin eering project are explored and studied.The theory,method and prac tical procedure of SCERT(Synergistic Contingency Evaluatio n and Response Techniques)is systematically illustrated.Tak ing SW water resources project as the background,this paper studies the activities /risks /responses of its key project,and carries out asse ssment and analysis of the investmen t risks.
