Based on a study of the application of information technology in China, the paper describes the immense social and economic importance of information copyright protection and public access to, especially for raising the competitiveness of network in China and for economic advancement. The paper advances the criteria of protection for information resources, and makes a recommendation that government should take action in promoting the construction of information in Chinese, in strengthening the innovation of key technology in information and having a national agenda to create intellectual property on the net.
