The virtual science-technology park (VSTP) and its organization are a significant breakthrough of the actual one. The cluster theory is the theoretical base for its planning, whereas the information network technique is the supporting conditions for its planning and construction. With expounding of the content and practice of cluster theory, this paper probes into the breakthrough of the cluster theory and the relation between the planning and construction of VSTP. Emphasizing on the study of the planning and development project of Dalian VSTP, it also analyses and discusses the necessity of planning and construction of this park, the characteristics of the network, and the organization models and their characteristics. Thus this paper, to some extent, would develop the theory and experience of VSTP in China.
