This paper indicates that inequality degree of expenditures measured by Theil index is suitable for China. The author calculates and analyses Theil-index-time-series on difference in City residents' expenditures in Jiangsu province. On the basis of it, the author makes some policy recommendations on diminishment of inequality degree of city residents, expenditures in Jiangsu province.
