Regional policy is a complicated system, which includes many incompatible relationships, such as justice and efficiency, encourage and restrain, government and market, microcosmic region and the whole, target area and non-target one, target field and non-target one, and so on. These incompatible relationships are the results of peculiarities of regional policy, and exist in every sector of the establishment and the implement of regional policy. If they weren't dealt with in a rational way, it would influence the implementing effect of regional policy. In this paper, the authors have expatiated on the potential results of regional development in China. They also indicate that understanding of these incompatible relationships and resolving them in a right way is the key to improving the efficiency of regional policy.
