At present,the overall level of rural social security is letting down,which hinders social and economic development in rural areas as well as becomes a bottle-neck problem.It is necessary to set up new rural social security system which includes minimum subsistence,medical insurance,pension insurance and education assistance.The principles of system innovation should follow low level,big coverage and gradual perfection.
