According to three connected processes - the selection of postdoctors, the assessment in the mid-period and the appraisement of their scientific research work at end, we provide a method to select post-doctors fairly and carry out scientifically and effectively management on their research work. Thus we can establish a manpower resource management system to induce and encourage the post-doctors to achieve more innovation work, and we hope that the management system finally impels post-doctors to be excellent people.
